usually not, some indoor tracks are pretty small compared to outdoor tracks. people in the stands could get hit with a discus if a discus is thrown in a smaller venue.

No, discus is first not played, it is thrown. (sorry, l am a snob when it comes to the implement) It is only done outdoors.
